Does a Garment Factory Audit Require PVC Flooring? A Practical Floor Renovation Guide
Oct 20, 2026When a garment factory is preparing for a customer audit, expanding production, or renovating an older workshop, the floor is easy to underestimate. Dusting, cracks, peeling coatings, slippery areas, hard-to-clean surfaces, and aisles obstructed by materials or cables can affect both day-to-day efficiency and the findings of a workplace health and safety inspection.
Does that mean a factory audit requires PVC flooring? The short answer is usually no. Most social compliance audits, brand audits, and occupational safety inspections focus on outcomes: a workplace that is safe, clean, orderly, and properly maintained, with clear and unobstructed aisles and emergency routes. They do not normally prescribe one flooring material by name.
PVC flooring—particularly homogeneous vinyl sheet—can help many sewing, cutting, inspection, and packing areas achieve those outcomes more efficiently. It is not, however, a guarantee of audit approval, and it is not the right system for every production zone. The audit scope, operating conditions, substrate, loads, and available shutdown window should be reviewed before a floor is specified.
Garment supply chains may use customer or brand code-of-conduct audits, SMETA, WRAP, amfori BSCI, or assessments that use SLCP data. Checklists vary by buyer, country, and program, but commonly address labor standards, wages and working hours, occupational health and safety, fire and emergency management, environmental practices, and sometimes business ethics or supply-chain security.
The official Sedex explanation of SMETA states that every SMETA audit assesses labor standards and health and safety; a four-pillar audit also covers environment and business ethics. Auditors review documents, policies, processes, practices, workers, and physical site conditions. SMETA is a continuous-improvement methodology, not a simple product certificate or a one-time pass/fail label.
The WRAP Facility Handbook 2025 likewise includes health and safety, emergency exits, evacuation drills, risk assessment, and the facility’s internal management system within its compliance framework for manufacturing facilities.
Flooring therefore relates to only part of an audit, mainly questions such as:
Wages, working hours, child labor, forced labor, worker interviews, fire systems, and structural safety obviously cannot be solved by replacing a floor. Flooring should be treated as one element of the factory’s wider safety and site-management plan.
An auditor is unlikely to judge the floor simply by whether it looks new. The practical question is whether it supports safe and stable operations. A factory can begin with this seven-point site check:
The ILO code of practice for safety and health in textiles, clothing, leather and footwear recommends robust floor construction, repair of damaged floor coverings and concrete defects, and walkways kept free of substances or objects that could cause slips, trips, or falls. It also advises against cleaning floors with compressed air because this redistributes dust into workers’ breathing zones; vacuuming or damp methods are more appropriate for controlling dust generation.
This shows why flooring material alone is not enough. A new floor can still become an audit concern if aisles are routinely blocked, welded joints are damaged, cleaning is ineffective, or maintenance findings are not closed out.
For dry sewing, cutting, inspection, and packing areas dominated by pedestrian traffic and light trolleys, homogeneous vinyl sheet can offer several practical advantages.
Wide sheet material reduces the number of joints when the layout is planned correctly. Properly grooved and heat-welded seams support routine vacuuming, damp cleaning, and removal of fibers and lint. The realistic benefit is fewer hard-to-maintain gaps—not a claim that the floor makes a workshop sterile.
In homogeneous vinyl, the color and composition extend through the thickness, making the material suitable for commercial areas that require regular maintenance over a long service period. Wear resistance, residual indentation, castor-chair performance, and rolling-load suitability must still be verified against the data for the exact product. The word “PVC” is not a substitute for project-specific evidence.
A main field color and contrasting sheet can help distinguish pedestrian aisles, workstations, inspection zones, or material boundaries. Color supports visual management, but emergency markings, fire-safety signs, and safety colors must follow local law and buyer requirements rather than decorative preference alone.
Sheet flooring can be installed by zone, shift, or production line. Where substrate conditions are acceptable and materials, accessories, and installers are coordinated in advance, phased work may avoid closing the entire workshop at once.
“Fast installation” does not mean “no substrate preparation,” and it should not be sold as “zero downtime.” Material conditioning, moisture and strength checks, grinding and repair, smoothing, adhesive application, rolling, grooving, heat welding, adhesive curing, and release to traffic all require time. The real way to reduce lost production is through an early site survey and a staged handover plan.
Buyers comparing options can review FARFLY’s industry and warehouse flooring range and an example of homogeneous PVC sheet flooring for factory applications. The final product must still be confirmed against the project’s loads, cleaning method, slip risk, and documentation requirements.
A garment factory is not one uniform environment. Different zones in the same building may need different floor systems.
It is therefore better to build a room-by-room flooring schedule than to specify one generic “plastic flooring” product for an entire factory. In English procurement documents, plastic flooring is broad and may refer to PVC, SPC, or other polymer-based materials. For this application, homogeneous vinyl sheet flooring or homogeneous PVC sheet flooring is more precise.
The presence of an existing epoxy coating does not mean sheet vinyl can be installed directly over it. The survey should establish:
On many renovation projects, loose coating and contamination are removed first. Sound coatings may be mechanically ground or shot-blasted before a compatible primer and cementitious smoothing layer are applied. The exact method must be determined by the site assessment, substrate testing, and the instructions for the selected adhesive and preparation materials.
FARFLY provides online access to technical specifications for homogeneous sheet flooring and product test reports. For an audit or material submittal, confirm that the product name, model, thickness, test method, and target market in each document match the product being ordered. A generic certificate for a similar product should not be presented as model-specific evidence.
In November 2025, a contract was signed for the GOLD SOFT CASHMERE TEXTILE LTD workshop project in Madagascar. The project owner was Inner Mongolia Erdos Resources Co., Ltd., and the renovation covered approximately 9,800 m². The existing floor was epoxy. The customer wanted to improve workshop cleanliness and dust management while completing the renovation within a controlled construction period.
The project used 3 mm homogeneous PVC sheet. Color 12009 formed the main field and was selected to make day-to-day visual soil less prominent, while solid color 9922 was used for zoning and identification. The supply package also included adhesive, welding rod, lining board, and installation tools.
FARFLY arranged an overseas installation team. Two installers worked with local helpers, and the overall installation period was approximately one month. The project value was not limited to supplying rolls: materials, accessories, site installation, and schedule coordination were treated as one deliverable system.
The case also illustrates what “fast renovation” should mean in practice. Time was controlled through appropriate product selection, prepared accessories, professional installation, and local cooperation—not by omitting substrate assessment or adhesive curing.
The project record did not name SMETA, WRAP, or a particular brand audit as its certification objective, so this should be understood as a garment workshop renovation case, not proof that one flooring material guarantees an audit result.
Local law also remains relevant. The Madagascar Labour Code requires employers to ensure work-related safety and health, periodically assess risk, and prepare preventive action plans. In other words, the floor system should support risk management, not replace it.
More examples of how product, substrate, and site support come together are available in FARFLY’s project portfolio.
Only after these questions are answered can thickness, color, adhesive, welding rod, and the construction program be selected with confidence. The FARFLY project-support approach likewise starts with the application, technical parameters, and product-specific evidence rather than a product name alone.
A garment factory audit does not usually say that PVC flooring is mandatory. It asks whether floors and routes are safe, sound, clean, maintainable, and supported by a continuing inspection and corrective-action process.
For dry sewing, cutting, inspection, and packing zones, homogeneous vinyl sheet can be a practical garment factory flooring solution. It can create a continuous, maintainable surface, support color zoning, and allow phased renovation around production. Wet areas, forklift routes, hot-work rooms, and exterior zones must be evaluated separately.

Usually not. Audits focus on whether floors are safe, sound, clean, and maintainable and whether aisles and emergency exits are clearly identified and unobstructed. PVC is one possible material solution for achieving those outcomes.
It is commonly suitable for dry sewing, cutting, inspection, packing, and light-trolley areas. Wet processing, heavy forklift traffic, high-temperature work, and exterior areas require separate assessment.
Not without inspection. The contractor must check the existing coating’s bond, contamination, flatness, cracks, and substrate moisture, then prepare, prime, and smooth the surface as required by the complete installation system.
The schedule depends on area, substrate condition, temperature and humidity, work zoning, adhesive curing, and return-to-service requirements. In the 9,800 m² Madagascar case, two installers working with local helpers completed the overall installation in approximately one month. That schedule should not be applied automatically to another site.
Not exactly. Plastic flooring is a broad description. In resilient-flooring discussions, PVC flooring and vinyl flooring often refer to similar materials. A project specification should state the construction and format—for example, homogeneous vinyl sheet flooring—and identify the exact model and technical data.
No. Audits also examine labor practices, wages and hours, fire protection, machine safety, risk assessment, worker interviews, environmental management, and records. A floor renovation can address only the walking-surface, cleaning, route-management, and related site-condition elements.
